The difference is that in the military, a soldier knows that he has a good chance of facing death, and signs up in spite of that. So it is a willing sacrifice, and he is properly informed.
But in the medical field, at least as it was rolled out in the recent vaccines, the participant is assured over and over that it is "safe and effective" and that it will increase his chances of living and the chances of his friends. I have done the first shot only my province made it mandatory for people working with guests. My job as a cook in the back country was important for my mental health. After 2 years of depression. I've taken care of myself alone, now I am afraid my condition can trigger it again. I've finally found peace for the last year.

A teacher or librarian might get to know an individual child and have a sense of what that child needed, based on his home life or religion or his struggles with who he was or with his peers. Now kids don't read, which individualizes, and they are being shredded in the tug of war between warring political cults that want to impose particular ideologies on them. Exactly this article.
