Many years ago I worked at Porton Down, NOT in the labs but had the lab safety training incase of a 'leak', a few year later I dated a Porton researcher, she had to get approval from them and hand over my details incase she got exposed and exposed me to a pathogen so they knew where to send the armed retrieval team to 'contain' me. So when they built a cat. 2 biolab in my university research dept I knew more about biolab safety than the lead researcher did, over 10 years I had to deal with unscreened (unknown pathogen status) samples being dumped unsterilised in the 'domestic' waste bins by lazy s-too-dense, mainly Chinese unsurprisingly, that went on to work in bsl 3/4 labs... Many university bsl 2 labs handle unscreened samples and that's a concern that shouldn't be ignored too.
