That's why a standing army deployable en masse to foreign lands is anathema to the Founders. A Navy, purposed to keep sea lanes open, and a Marine Corps, purposed to be the clawed fist at the end of the Navy reach, are what should be standing at all times.
Foreign wars are highly questionable. The US has no need to conquer foreign lands. It may have reason to defang particular dangers abroad--see Iran for that--but Afghanistan was a complete question mark from Day One.
