Another possibility is that the Rockefeller research facility was testing new vaccine formulas on the immigrants at Ellis Island - I did some digging and found that vaccines were in fact given to some of the immigrants during this period. I question the Polio diagnosis. Food adulteration was also a very common practice during this time. I use to think this event was GOF but I lean more towards vaccine injury or the sanitation issues you listed.
