The real issue here is, IMHO, more nefarious. It's a chain of custody matter. Had they gone through the official procedures there would be a direct link to Montana and had an Mpox outbreak occurred in the US, fingers would be pointed. Doing it the unofficial way leaves no evidence of involvement?
The real issue is that it is systemic in the scientific research community. They know better than the ignorant, emotionally reactive rubes. Rampant arrogance, rules don't apply to them, the more sophisticated. Kinda like how at Obama's birthday party at his Martha's Vineyard mansion during peak Scamdemic restrictions, mask mandates, justifying his unmasked guests being unmasked, while being served by masked servants. When confronted with the hypocrisy double-standards his spokesperson said they were "more sophisticated." That's the real issue that goes beyond the vials of biohazards. It's hazardous to freedom and liberty based on equality for us all.
This 2016 Council on Foreign Relations (CFR) article provides interesting insights about USG agencies and how they overcome public policy objections, treating oversight and moratoriums as pesky annoyances that are placed in their way by uneducated, unsophisticated people who get irrationally frightened of scientific advancements. It gets into Dual-Use, Gain-of-Function, NIH/OSTP roles, roles of foreign researchers, partnering with China, how our ethics are antiquated, etc. It discusses engineering virulent pandemic flu viruses, risks of lab leaks and carelessness, bad actors. Written four years before the very dubious 2020 pandemic that changed the world. And gives insights into many of the same minds that were involved in the 2014 history and events since 2020. And in the minds of Munster family monsters.

I don't know anything about anything but it seems if he is working at that high of a level, with that much experience, with potentially dangerous pathogens, he would have all the official paperwork done and with him and all the permissions in order. The fact that he's lying and sneaking something in screams loudly to me and makes me very nervous that it's a culture of just bringing in whatever they want to bring in because they are "superior" to the rest of us, or at least they think they are. That man knew better. What else has he and his complicit colleagues brought in? It sounds as if his job is very important and in that case he would have the permissions and paperwork and forms right there with him when he traveled. But instead he just lied and tried to Gaslight and bully customs. Very disturbing
I had a discussion, yesterday, that confirms your assessment of "arrogance"on behalf of the bureaucrats. I live 30 miles from the Rocky Mountain Lab. Yesterday, I talked with someone who is intimately connected to the lab. She said, "there's more to the story." The more seemed to be that they "usually handle these things internally." When I told her Munster allegedly lied to customs she replied, "they were inactivated viruses." I told her the obvious - the lie is the problem - hence the smuggling charges. She intimated it happen frequently and is dealt with internally - meaning it's standard business practice. She then went on to say, "Everyone in Ravalli County wants the facility closed but it's needed to develop vaccines." I told her that if they're making vaccines they might start with one that doesn't kill people and stop the gain of function to create new viruses to battle. My husband changed the subject just in time.
There's no way this guy didn't know exactly what he was doing.
I frequently travel across a national border. I bring items across all the time, and I not only have to declare everything to customs, I also have to be able to prove, on a moment's notice, that I am not carrying any contraband.

That is just it - this behavior it is NOT outside the norm for these idiots. They are all doing it and spreading diseases all over the world. If public money paid for the research, then only taxpayers should benefit from the royalties. How did NIH come to hire and fully employ two citizens of foreign countries in the first place. Someone very high up in the administrative chain knew that this is a violation of of US standards and protocols. These individuals need to be identified, removed and prosecuted. However, as Federal employees themselves, they will be protected. Government employees are you enemies ......if you are not aware of that, you need to pay closer attention.

What I'm really wondering, though, is what have his supervisors and colleagues at RML said about his actions? If he was just sloppy but doing legitimate work and sample-collecting, someone there should have known about his work and can vouch for it. They should also be able to describe the prescribed procedures for transporting such samples, and whether their records of such shipments show that Munster had previously shipped samples by legitimate methods or if the indeed did this "all the time". In short, there should be lots of lab records to fill out this story, unless it is all non-RML work for some other (sinister?) purpose. Additionally, who at the lab was supervising him and his work? Is there no safety/compliance officer or monitoring that shipping protocols are complied with? Do employees routinely just walk in the door with suitcases of samples, without inspection at the gate or lab entrance? There is a lot more here than just Munster.
